He wants to make sure everyone has a house or apartment and enough food whether or not they work...

Havok: Latveria became a prison-state, against his will. He couldn't get out. He just couldn't. All that technology he had, all the mathematical, scientific genius he had accumulated carefully over the years, he couldn't use any of it to cure people of diseases, to save lives.
