It wasn't just The Joker though - he was described as an 'Agent of Chaos' by Nolan, and Zimmerman.
But whether he is lying or not - his plan is ridiculously convoluted, overly complex, reliant on far too many unlikely coincidences/occurrences, and barely makes sense.
